Dr. Jerry Hobbs
Principal and founder of Top Capitol Consulting LLC. With a distinguished career spanning over three decades, Dr. Hobbs brings a wealth of knowledge and experience to the field of governmental consulting.
A veteran of the United States Air Force and a published author, Dr. Hobbs holds a U.S. patent and earned his doctorate in educational leadership from William Woods University.
After retiring from public education in 2015, where he served with distinction for 27 years, Dr. Hobbs transitioned to lobbying, taking on the role of executive director for the Missouri Education Reform Council (MERC).
In 2020, he founded Top Capitol Consulting LLC, expanding his advocacy efforts beyond education to encompass a wide range of industries.
Dr. Hobbs is known for his relentless dedication to his clients, his strategic acumen, and his ability to navigate the intricacies of Missouri’s legislative processes.
Rowland Howard
Rowland Howard is a seasoned government consultant and a key partner at Top Capitol Consulting LLC. With a background in civil engineering from the Missouri University of Science & Technology, Rowland combines analytical expertise with a deep understanding of legislative processes.
His experience as a Legislative Assistant for the Missouri House of Representatives has equipped him with the skills necessary to manage constituent services, coordinate communications, and support legislative initiatives.
